During a morning walk, Mitch picked up a small package of drugs near the Huntley club owned by businesswoman Victoria Leeds, who was bribing local officials. A boat caught fire off the coast, Baywatch team immediately went to the rescue. Everyone was evacuated, only councilor Rodriguez was dead. Police officer Ellerbee refused to allow Mitch to participate in the investigation.

Mitch and the rest of the team go into Leeds’ party to find more evidence, but Matt spoils the story by getting drunk. Mitch, Matt and Summer then sneak into the morgue, where they film two of Leeds’ underlings who say they killed Rodriguez on Leeds’ orders. Mitch’s group is discovered, although Mitch captures one, the phone is also destroyed. Ellerbee had to release the suspect because there was no evidence. Angry boss Thorpe threatens to fire Mitch if he dares to exceed authority again.

Suspecting Leeds is using the Huntley Club to sell drugs, Mitch and Matt break into the club’s kitchen. They saw Leeds workers receiving drugs from fish crates. They phoned Ellerbee and learned that another dead body had been found at sea. Thorpe fires Mitch and makes Matt the new lieutenant. Matt reluctantly agrees, and Mitch moves on to work in a phone shop.

After finding another small package of drugs off the beach, Matt steals the second victim’s report from Ellerbee and gives it to Summer, who confirms that the person died by homicide. Ronnie helps Matt infiltrate Leeds’ servers, learning of her plan to invade the entire beach by bribing or eliminating competing businessmen.

The team infiltrate the Leeds party, discovering how Leeds created a cover to sell drugs. Matt is arrested and locked in a cage. Leeds revealed that she had bribed Thorpe to get him to fire Mitch, before kicking the cage into the water. Matt is about to drown, but Mitch appears and saves him. The two chase Leeds, while Ronnie and C.J. Fireworks prevent the Leeds helicopter from landing. Mitch uses a large pyrotechnic tube to shoot Leeds and explode, saving Matt’s life again. Ellerbee arrives at the capture of Leeds’ subordinates. Thorpe also arrives and starts yelling at Mitch for going back to the beach, but Matt punches him in the face.
